A very good point, which also often leads to misunderstandings in practice. The data protection officer is not there to make specific decisions about data processing operations, nor is it part of his or her remit to do so; rather, his or her function is an advisory one, vis-à-vis the management, the highest governing body of an institution, but also, for example, vis-à-vis the data subjects, and it is here that he or she brings all his or her know-how, his or her expertise, to bear in order to find the best possible, most data-protection-friendly form of data processing for everyone involved.
In summary, the data protection officer is the classic advisor, the decisions are made by the responsible body, i.e. the company itself, and the data protection officer only acts in an advisory capacity.
